I'm not sure what you mean by a recruitment desk, but what ever it is and intended as a business.  In full detail you should write down what is the product or service--in detail, and to whom you are going to sell to.  Research and gain all information possible about such.  Marketing--how are you going to advertise, what methods are affordable to you and best suits the needs of your target market. Then there's location--research options of delivery, how the location geometrically could make a difference of the location of primary customers-research.  Last but not least--cost, what are potential consumers willing to pay for your product/service?  Research-research-plan-plan-research-pla...  Don't forget about, are you going to need employees? How many? Need to purchase equipment? What kind?  Office supplies?  There are many more little things that you will need to consider.  If funding is a problem, get this plan onto paper, very organised and go talk to a banker, there are small business loans and I think grants too.  Good luck!
