This is such a stupid question, obviously written by a guy-- let me lay it out for you.  While it may be true that some women have boob jobs and put their b*****s "on display," most don't.  The fact is that  women always have to wear shirts or tops of some sort to cover their b*****s.  Men don't.  Why is this?  Because b*****s on a female are considered sexual, right?  Therefore to compliment a woman on her b*****s would be a form of sexual harrassment.  I'm not sure if this question is a joke, meant only to elicit indignant answers from women, or if you honestly think this is acceptable.  When the day comes that western society accepts topless women in public, then it would be perfectly acceptible to compliment her.  until then, keep those thoughts private!!!
