What is the proportion of bleach:water when storing it for emergency drinking water?

I recall something about storing water for emergencies,and that you could put a little bit of chlorine bleach in it to purify. Does anyone know the exact proportions of bleach to water? And, if stored this way,how long is it good?

The U.S. government Homeland Security web site on emergency preparedness says to keep "Household chlorine bleach and medicine dropper – When diluted nine parts water to one part bleach, bleach can be used as a disinfectant. Or in an emergency, you can use it to treat water by using 16 drops of regular household liquid bleach per gallon of water. Do not use scented, color safe or bleaches with added cleaners."  I take this to mean you should not premix the bleach and water but store them separately and disinfect if needed.
