  1. How did it start?

    1) Probably from the Vikings' national assembly (remember, vikings conquered England twice - first, Denmark conquered a big part called the Danelaw; then William the Conqueror overran all England in 1066), called the 'Thing.'  Iceland has the oldest national assembly, from 930 ad.

    2)From then on, in England, the nobility increased in power till they could force the signing of the Magna Charta, around 1200 ad., which entrenched the national assembly into law.

    I think the National Assembly didn't emerge in France till 1789 (if you read on French Revolution), because step #2 above never happened - the French king had far greater power than the English one, the nobles were weaker; so he could never be forced to sign the French equivalent of a Magna Charta.
