Order and protection. Government is there to oversee actions and protect it's citizens from each other and from foreign countries.

peopel have not been able to function without some force to at least sanction their actions. We can tell them what we want to do, but we still crave their approval, much like other human conventions, like religion. It's a basic human need, we've just managed to complicate it the world over.
