hair creates drag which slows you down, slow is not something you want to be while swimming in a race. caps are mainly for girls or guys with longer hair, they just make the head smooth so water runs over it without creating drag. the goal of them is not to keep hair dry.

think of areodinamics, them make cars thin and smooth so air can flow around them, do you see chains hanging off?  no.  same goes with caps, this is to make the swimmer faster.  the hair would slow them down, just like chains hanging off a racing car.  they were them for competitive swimming, usually.
