The purpose of a web host is to provide a website hosting service, as its name suggests. Basically they allow you a certain amount of space and bandwidth on their server to publish your website to.

You do not need a web host to publish your website to, you can use Apache HTTP or Microsoft IIS to host your website from your own computer. Problems with this are, your computer may be hacked by hackers trying to access your page, your internet speed and computer may not give quick enough access to your website, your internet service may not provide you with enough bandwidth to to handle the volume of traffic accessing your webpage, and you need to have your computer running at all times, keep updating your domain with your IP, etc.

So if any of these is a problem for you, a web host would be the best solution.
