there are no clean cut answers for this simple question. however one aspect of what i have just explained is true.  there are answers not an answer.

  1. a purpose might be something to laugh at when the camera is at a weird angle in a 70's porno.

  2. the reason they sell shaving cream for sensitive skin.

  3. to make people like you ask questions.

      and for the second part of your question

if you have any sense you shave it, not comb it. otherwise you will need a comb cleaner for your buttre finger BB's , other wise known as p**p dinkies...or as a scholar pronounces them...dingle berries.
