  1. DVD players that have the ability to improve the image quality of the movies being played are commonly called "upconverting" DVD players. The correct term for the process is called scaling. The DVD player has a chip that applies advanced techniques to fill in the spaces between the lines on the DVD (which is recorded at 480 lines) to bring the "pseudo" resolution to ,typically, 720 lines progressive, 1080 lines interlaced or 1080 lines progressive. The better quality the chip, the better the scaling looks. Because of DVD copyright regulations, the DVD player must be connected with an HDMI (or DVI on a few older models) cable for the scaling to work.

    While the term upconversion is commonly used, it really refers to a devices ability to intake one type of video signal and output a better type of signal. For example many newer receivers can take in an S-Video or component video cable and output the image through an HDMI cable. While that doesn't mean it improves the image in and of itself, many of the "upconverting" DVD players also have scalers built in as well to improve the picture.

    In brief, both HDTVs and upconverting DVD players will deinterlace/rescale a DVD disk to HD resolution (as high as 1080p), but a good upscaling player will do a better job than most HDTV. The result is a picture of close to HD quality.

    They certainly works ... despite the naysayers who will thumbs down this answer ... but only on a player with better video processing (e.g. Oppo). Cheap upconverters (under at least $100) are a waste of money.
