  1. paper has been "recycled" at least once already. paper breaks down very fast. plastic bags can be recycled, but take thousands of years to break down "naturally". paper bags break down in much less time and are absorbed into the earth much faster.

  2. Recycled paper bags are environment friendly. If you carry plastic bags and throw them anywhere, then they'll clog the drains and all. That's why in Mumbai, plastic bags are banned before monsoon. Another reason is that plastics are non - biodegradable. That is if you dig a plastic bag and a paper bag in soil, even after 100 yrs the plastic bag will remain as it is, but the paper bag will get degraded very soon. Also if you pour molten plastic on land, the land will be infertile for ages.

A funny quote : After 10,000 years, the only remains of us that will be found is that of plastics

  4. Recycling paper means making new paper products, like envelops, carrybags, etc, out of used and waste papers. This way plastic carry bags also can be made. But plastic cannot be recycled as many times as paper. Moreover, after its use paper can get easily broken down when mixed with soil. But plastic takes a long, long time, may be 1000 years. So disposing of waste paper is easy, economical and environment-friendly. That's why use recycled paper bags rather than plastic bags.
