I think he's just trying to be sweet with you so he can jump in your jeans. He's trying to trick you. Don't fall for it - if all he thinks about is s*x, then he probably only is being nice to you to hope that you will have s*x with him.

If you don't want to have s*x with him, you need to ignore the sweet talk on the phone. If he's all business when the two of you are alone, he doesn't like you, he just wants some action.
