What is the "railing of San Sebastian (Spain)"?

I was given a necklace once that was said to feature "the railing of San Sebastian"—I'm trying to figure out what that is, as well as what the name of that necklace's charm is (it's typically worn by Spanish women in the region, I believe) as I'd like to buy another.

    It's a white railing that runs the length of the main beach at San Sebastian. I don't think there's any particular meaning behind the railing? I think it's just a cool design that everyone digs and is widely recognised (within Spain anyway) as 'the railing of San Sebastian'. There's a wreath and a flower or two on it.
