I disagree, because there easy to catch, easy to find, and you encoutner them throughout the story, so its Deffinly not rare to find. Just because there legendarise doesen't mean that their the rareiest in the game

I'd have to say Spiritomb because you have to talk to 38 people underground and before that, you have to find the guy in the game who gives you the rock thing. ANd you have to know Where to put the rock, AND you have to have another friend to go underground with.
