What is the reasoning behind Oklahoma's ban on roulette wheels?

The way I understand it is the outcome of a table games wager must be determined by cards.  On a roulette table the outcome is determined by the ball.  There are casinos that have figured a way around that by using cards, they are in many casinos in California that do it that way.  I believe Fire Lake in OK has some sort of roulette table also.  I'm not exactly sure how they work the game though.
