What is the red coil of wire attache to the speedo on my Volkswagen Beetle used for?

There was a red wire coil wrapped around a piece of cardboard with a black plastic cover and it was attached to the gas guage on the speedometer...I think. I removed it, but I'm pretty sure I should reattach it but I'm not sure where or how. I took it out when cleaning the Speedometer. What is it, what wires attach to it, and where does it go?
