What is the regulation for an Illinois State Police Officers uniform patch?

Where on the sleeve does the patch go? Like, 1'' or 2'' down from the seem. Or, centered on the crease in the sleeve.

If you're referring to the placement of the patch, you would have to contact the manufacturer, and supplier of the uniforms.   All patches are already sewn on at the time of purchase by the Officers.
