i am assuming scorecard means balanced scorecard. It is a management concept that attempts to align organizational strategy with the work that people do each day by defining the strategy in terms of these 4 areas-

learning/emp development

customer

internal processes

finances

initially, "dashboard" was a term used to describe the same sort of process, though not widely used.

nowadays however, the term dashboard refers to an information reporting tool whereby key performance metrics are regularly updated and displayed to users via a web-based application at the summary level. so, a dashboard in this case would be a key part of a balanced scorecard system. not sure of the context of the info you seek, so can't be sure, but hope this helps.
