  1. As relative humidity increases, the chance of precipitation increases along with it. The same is true when the amount of precipitation increases. It will eventually evaporate, begin to saturate the air, and increase the relative humidity. Relative humidity itself is the measure of the amount of moisture within a column of air. When saturation occurs, water vapor condenses to form clouds and precipitation.


  2. At 100% relative humidity the air is completely saturated with water vapor, it can not hold any more unless the temperature increases.  If the temperature drops, the moisture will have to go somewhere... precipitation.
