    That varies from one country to another, and can include things like obeying local regulations on speed, navigation, pollution, etc.

    There are, though, the International Rules For Prevention of Collisons at Sea, which apply to everyone, everywhere, and form the basic "rules of the road"

    There's also the Law of the Sea, a body of legislation laid down the international maritime courts, in the Netherlands, which govern such areas as crime at sea, the legalities of salvage and rescue, and so on.


  2. Their first responsibility is to themselves and those of passengers. Their next responsibility is to the safety of the vessel. The lowest responsibility is to the safety of cargo. For example: they can throw cargo overboard to save the ship and themselves.
