What is the rite temp for an apartment?

I think it depends on the people living there. Some people prefer it to be warm and some prefer to be cool.

I like it to be around 22-24 degrees Celcius. Which is about 74-78 degrees farrenheit.

Central air usually has options for settings.  If you're able, program it so it's on a "warmer" setting during the day when you're not there (maybe 76), but goes down to a cooler setting (72-ish) when you are.  Make sure that the spacing is at least 2 degrees or it won't know what to do with it.  Generally 72 to 74 is enough.  Also take into consideration that how well insulated the building is as that will determine how much "wasted" AC there will be.

A window AC unit means temps will be less manageable, so go for comfort or till the bills get too high.

I always kept my air conditioner set at 72... but it's common sense, if you are hot, turn on your air conditioner, I don't think there is a right or wrong temperature at which it should be turned on.
