  1. To waste tax payers money. And drink lots of fine champagne at Christmas parties.


  2. The HSC was a quango which set policy and oversaw the operation of the HSE which enforced the Health & Safety Act So it was a bit like the BBC Governors The HSC was abolished in April 2008 and merged with the HSE which is apparently being relocated to Liverpool.
