  1. 1) They keep a company staffed with personal that meets the companies needs.  

    2) They are responsible for making the work environment compliant with federal, and state laws,

    3) They limit liability to the company from civil cases by making sure employees are fired for just causes.

    5) They handle employee benefits, and issues thereof.

  2. It's a fancy term referring to the employment department of a company.  They handle wages and paychecks and accounting, work with benefits, and related items.

    But they also (in many large companies) handle the general hiring and firing of employees.
