  1. If IS is the old term for information systems (now usually called IT) IS  puts together complete systems that manage computerized information flow. This may include programming or negotiating with software vendors to get programming done, where IS does the specifications and final testing of the product.

    IS will always have a role of consulting with management at all levels to know what information is needed, and what might be of benefit and is cost effective to collect.

    Is will then have to evaluate the benefits of having the info and the costs of keeping it, the costs of systems to keep it. Then if the costs exceed the benefits, they have to talk management down from their intent to go ahead, or find some extra benefits, cut costs, to make the costs less than grossly overstated estimates of benefits.
