during a disaster, semblance of order and processing has to be done and organized so that the disaster is managed with the least anger, speed to clear debris, dead bodies, restore public confidence etc

the magistrate with all their legal thinking and processes would be in a better position to manage it.  working alongside his colleagues fr other depts, he wld be able to advice on the legal ramifications etc.
