What is the role of government in military and space expenditures? plz be specific?

The government often pays for things that society as a whole benefits from but no individual entity benefits enough to justify paying for it by them self.  

-We all benefit from living in a secure nation use our tax dollars to pay for our military

-The Hubble space telescope would not be considered profitable for any individual corporation, yet it advances our scientific understanding of the universe, not to mention the secondary technological advances needed to create it.  Hope this helps.
