  1. I'm not sure I understand your question precisely, but if you are asking what the current governmental policies are about vocational schools, the funding is being gutted, the schools and programs are being closed, and the value and benefit of such training has been disregarded and dismissed.

    The current attitude that a college education should be the goal for all students is ludicrous.  It disparages talents and abilities that may be far more useful than the ability to sit passively through a lecture; it devalues the academic standards of higher education by setting it up as a hurdle; it creates a generation entering the workforce already thousands of dollars in debt from the necessity of obtaining a diploma that is no guarantee for a good-paying job, and it is depleting the numbers of skilled craftsmen and proficient laborers.

    There are only so many barista jobs at Starbucks available for the college graduates without family connections or a college degree in an area that is simply glorified vocational training (e.g., engineering, computer science).
