  1. Roughest as in the waves or the ocean floor?  

    Waves are created by wind so where ever the wind blows the most would be the roughest.  Of course you have to take into account where the waves meet the shore...that's pretty rough.

    As for the ocean bottom, the Mid-Ocean Ridges are huge, underwater mountain ranges.  That's pretty rough!
