First part of Your question is not clear. I guess you want to know what is the teratment of Service tax you paid on inpur service.

The rule is very simply

"Service tax credit is available on all input services which are used in or in relation to provide of any other dutyable service or manufacture of any other dutyable product."

Suppose you are providing a service where in you need to pay Rs 100 as service tax (which you have collected from your customer) . To provide that partiucular service you have availed some input service where in you have paid Rs 50/- as service tax. YOu can setoff this 50?- from your tax liability and balance amount you should pay in cash by filling GAR 7.
