There's an old saying, "Ain't no cop like Jack Frost". So I would guess the lowest crime is Buffalo. Realistically, when the snow's 4 ft against the door, nobody goes out to do much crime.

I lived there for 4 years.  Very nice town to live in.  It's affluent, with neatly-kempt neighborhoods.
