Note: in the news papers they had an artical about it (Those where tolapia not doctor fish, They had the artical wrong)

Doctor fish is the name given to two species of fish: Garra rufa and Cyprinion macrostomus.  As far as where you get them, I haven't got a clue.

Garra rufa are the ones they have the articles about that they have in the salons to eat the skin off of your feet and give you a pedicure.  You can order them online, but as they have become wildly popular right now, they cost a fortune and most places are sold out of them and have waiting lists at the moment.
