  1. perhaps you refer to the ECM  the extracellular matrix comprised of various proteins such as laminin .  


  2. The first and only term that came to my mind as I read this question is ectoplasma.

  3. Outside a cell is simply referred to as "extracellular."  

    You can make the term more specific by specifying *what* is outside the cell.  Examples:

    Extracellular matrix (ECM)

    Extracellular fluid

    Extracellular domain (of a protein)
