  3. To get out of South Africa you need to dial 09. Then Argentina's country code 54 next remove a zero from the number you have if its there.

    If your calling a calling party pays cellphone which most are dial a 9 then remove the digits 15 from the number and dial the rest of it. If its not acalling party pays cellphone just dial the rest of the number.
