I know what you mean, it's getting better, meaning researchers and scientists have been getting a lot more means to work in Portugal but we have decades to recover. One of the best example is one of the best brain researchers in the world, the creator of the concept of emotional intelligence, Antonio Damasio, a portuguese that had to move to the US in the 80's.

But there are still hundreds of young portuguese fresh out of college that go to Europe or the US every year.
