Summer games:

Sweden - pop. 9,031,088 most medals in 1912 olympics.

(Greece in 1896 games with a pop. of 10,706,290 is close second)

Winter games:

Norway - pop. 4,627,926 most medals in 1924, 1928, 1936, 1948, 1952, 1968, 1994

(I am basing this off of todays population rather than historic ones. I assume it's still accurate since other countries with most medals at games have much much larger populations)
