  3. I believe that would be a parrotlet.

The parrotlet.  They are about 4" in length and most are under an ounce in weight.  But this little bird has no clue that he IS little and fully believes he is every bit as big as his Amazon cousin.  Males frequently talk and some females are capable of talking.  I believed the Spectacled parrotlet is probably the best talker of the commonly kept parrotlet species (Pacific, Spectacled and Green Rump).  They are wonderful little companions.

  5. Parakeets can talk but it is very rare. If you are one of the few and fortunate you'll get one, but generally speaking you probably have to own a thousand before you get one that talks. But they do speak and are probably the smallest talking bird.

    I know finches dont' talk.

Did you know that a parakeet holds the guinness book of world records for the largest vocabulary! He was inducted in 1995 with records of over 1,700 words!!! check out the link provided!
