Orcinas orca, the killer whale probably wins this honor hands down.  It's brain is four times of ours and infinitely more highly differentiated.  With human brains, we know that the more surface area the neo-cortex has, the more folds and ridges the brain has, the smarter that individual is likely to be.  Orca neo-cortexes have 9 times the surface area of human brains.

Human brains and all of the cetacean brains except O. orca have three complete higher cortexes of three layers each.  Orcas have three higher complexes too, but covering about 2/3 of their brains is the first layer of a fourth cortex.  We don't know exactly what this new cortex is or does, but we do know that it's an association cortex, a thinking machine.  Killer whales are known to be able to carry on 5-8 different conversations simultaneously using three different voice boxes at the same time and operating independently of each other.  

Our brains are serial processors, meaning we can only think about one thing at a time.  The very fact that orcas can carry on multiple simultaneous conversations is stark evidence that they have multiple-point consciousness, which means multiple parallel processing, which is a quantum leap above serial processing and a logical function of a fourth higher cortex.  Killer whales are probably about as far above us on the intelligence scale as we are above dogs.

i'd love to know myself, but intelligence is so hard to define, because there are so many forms.... and also, animals can be "trained" to do things... so if its learned through praise/conditioning, is that really intelligence?  Or merely associating "roll over" with "tasty treat" (just using dogs as an example)

So i'm not sure if this question is that easy to answer.
