What is the source of the quote "A million dollars, a billion dollars. After a while it begins to add up!"?

The quote goes something like that. I'm not exactly sure. It seems like it's originally from some senator that was confused during a hearing about whether the amount being talked about was in millions or billions of dollars. Is anybody familiar with that story? And can you please give a source for your information?

It was Senator Everett Dirksen who, in the 1960s, is reputed to have said, "A billion here, a billion there, pretty soon, you're talking real money."
