What is the specefic job of a Civil Engineer?

They design buildings, roads, etc.

My Uncle is a Civil Engineer and as He explained to me, His job is designing blueprints for new housing subdivisions from underground water/ sewage, gaslines to road design to electrical. also stucture placement, traffic etc. He is licensed and when He signs off on a project, is liable for any future problems that could occur as a result of His designs and implentation.
