If we assume a flying carpet operates by magic rather than science, and therefore is not subject to the laws of physics, then there is no limit to its speed.  However, if you take the position that magic is simply a subtle form of natural law as has been supposed by many writers, then a flying carpet is still subject to the cosmic speed limit, which is the speed of light in a vacuum:  approximately 186,000 miles per second, or in metric, approximately 300,000 kilometers per second.

    On the other hand, a flying carpet that does not depend on magic but is simply a carpet engineered to fly by technological means, then all the usual limitations imposed on existing means of transport will apply, such as weight, fuel efficiency, wind resistance, etc.  And since there is no closed cabin on a carpet, leaving the passenger exposed, my guess is not fast at all.
