  1. 4 Way.......who ever gets to the stop sign first..........

  2. Most cities and towns have traffic bylaws which set speed limits in commercial parking lots (unless there is a "posted speed limit on site).

Where I live (Alberta Canada), the Highway Safety Laws require a driver to stop before entering any roadway from a driveway, back lane or parking lot (before the sidewalk) even if there is no stop sign posted.

When exiting any parking lot or back lane and about to enter a street, your vehicle should also be positioned "right" of center at the exit, in order to allow other vehicles to enter.

  3. You do...you are coming from the other drivers right and on a public road (until you actually enter the lot) while the other driver is exiting a private property. It is the responsibility of the driver exiting a private property to give way to traffic on a public road.

  4. Who ever comes to the stop sign first has the right of way.  If you both are pulling up at the same exact time, the person who is going straight has the right of way.  If nobody is going straight, the person making a right has the right of way, and then the person who is making a left can go.
