What is the status for Rarotongans if emigrating to New Zealand.?

Having similar cultural traits with Maori. Is it reciporical. The reason why I am asking is if a Rugby Player were ineligble to play for the All Blacks and if they play for New Zealand Maori would they be eligible to play for Rarotongan. Assuming they would qualify.
