It's a type of journalism where the story is told in a straightforward traditional journalistic/newspaper style but the details are more literary.  The prose (writing) is more descriptive and the author spends more time developing character, setting and conflicts.  This blending of fiction and journalism is called New Journalism and it was pioneered by Truman Capote through the novel, In Cold Blood.
