No Child Left Behind really has no say about teacher student ratios in special education classrooms.  Federal laws tend to steer clear of those things and leave them to the local education agencies.  Things like student teacher ratios are determined by state and local laws and depend on the disability and IEP plan needs.  The biggest impact of NCLB on special education is that these students are also responsible of making Adequate Yearly Progress.

As far as I know  the No child left behind law has no say about the ratio of children to teachers in the special ed classes. That is an issue that's decided by the child's disability and how involved it is.  When my cousin was younger he went to a school for children with PPD and Asperger's and Autism with a ratio of 6:1:1:1.  He has gradually worked his way up to the ratio that is the most prevalent with in the special education system 12:1:1. It is the highest ratio of teachers to children it is for the children with the most congivative ability and it's also the highest for children with the least complex disabilities.

it depends on the complesity of the students in the classroom and the classroom itself as a whole is the classroom self contained  or inclusion
