To be successful with a small business in Canada YOU WILL HAVE TO CHEAT a little.  There is way too much government involvment. at all levels, Municipal, Provincial and Federal.  After you get a loan to pay for all your permits, get the neighborhood impact statement, bribe the local inspector  etc... you have to find your students, get paid, pay your bills and if there is any money left, don't forget the feds, they will take whatever is left (they are not fussy) and ask for more.
