I'm think it is still the trio of apartment blocks built in the Barbican area of the "City of London" in the early 1970's.

They are all 123 meters (42-43 stories). Shakespeare,Lauderdale, and Cromwell Towers.

The city of london was destroyed by fire in 1666. It was rebuilt spectacularly, but starting in about 1700 it began to lose population. By 1971 residential population was about 4000. Barbican center was an attempt to bring some residences back to the city.

The rush to build tall residential buildings in Asia, the Middle East, New York, Australia, and Chicago has not impacted most of europe. Only Moscow seems eager to join in the competition with a few new buildings.
