I felt it was "to decommission" but when I checked wikipedia, they said that term was used for "armed force" vessel.

  1. "Armed forces" are the branches of the US military.  A vessel owned by any of those forces is an armed forces vessel and is decommissioned at it's retirement, whether it has guns, rockets, slingshots or not.

  2. it is commonly applied to non military boats, such as decommissioning of a fishing fleet. also the term graveyard is applied

  3. garbage scow

  4. For commercial vessels...non military....I would say they are retired to civilian use or mothballed.
