The theme of Burns's poem is, yes, about love.  Burns uses two metaphors to define his love for the lady of his affections-- both a rose, and a melody "sweetly play'd in tune".  It seems as though he's leaving for a period of time, and this is a farewell poem to his lass.  However, before he leaves, he is declaring his undying devotion, saying that the oceans will dry up before his love for her runs out.   A simple, yet classic love poem.

    He's writing about love, of course, and the kind of love that endures, even though the lovers may not be together.
