This is an incredible list of books about your subject that would take you a lifetime to study.

Your question is very big. It is about comparing art history info and contrasting art history info. Lots of reading,

To narrow it down, the Philosophy of fine art  takes into account the thoughts and writings of PHILOSOPHERS, of which there are many.

Judgments of aesthetic value clearly rely on our ability to discriminate at a sensory level.

In the past as it is now, Every  culture viewed art and artists differently,

depending on that specific country's cultural beliefs.

When people critique art with out considering the time that it was made and the beliefs of the people during that time,

    It is called REVISIONISM.

and it is not valuable. out of context criticism is ignorant.

Long ago, about twenty years or so, i read a book called

    The Philosophy of Art.

It contained many artist's writings about

    Who, what , where,

    WHY

and of course when of art  .(find them on the link above)

I liked to read anything by Rudolph Arnheim.

He bridges arts within the context of the specific level of

that particular art's civilization's level of humanity.

He states that a civilization advances as it's art develops.

He also states that there is a corollary to what we know about basic human psychological development from infancy to adult

and to the history and development of a culture, its art and politics.

For an example, Art of past civilizations depicting human sacrifice can tell us about their level of cultural advancement....that it is still holds a primitive philosophy .

After a culture no longer allows human sacrifice, it is on a higher level of consciousness.

sorry i went on so long, but your question could take a lifetime of study to understand.

    hope this helps, big subject.
