Good question.  Both answers are correct. To avoid ambiguity, the military and major organisations avoid using 12 O'clock.  They will use 1159 or 1201, or 2359 or 0001. Another method used to avoid confusion is to say 12 noon/midday, or 12 midnight.  Once again, good question.
