Nigeria is 4 or 5 hours ahead of people on the east coast of the U.S.  When it is noon in Washington, DC it is 4 or 5 PM in Nigeria.  If you don't know and trust this person, beware.  Nigeria is known for its scams.  I wouldn't send money unless it's a family member.

Find the two cities you want to check the time difference for and input to the Time converter online. Be very careful and cuatious about fraud when getting requests to send money. It is better to donate to a recognized charity to help provide help. You need to do your due diligence and always check whether the charity is legitimate (or the job or an investment is legitimate) before sending money. Unfortunately there have been many scams and not all are authentic charities or needs.
